Executive Committee members of Nepal Institution of Chartered Surveyors (NICS)
New executive members of NICS elected on 2072/11/6 (February 18, 2016) on general meeting of NICS held at National Land Use Project, Mid Baneshwar, Kathmandu,.

  • 10 members are nominated by the meetings held on February 25, 2016 (2072. 11. 13 BS) of Nepal Institution of Chartered Surveyors including to conduct the activities of the concerned commission in Nepal and represent the concerned commission International Federation of Surveyors (FIG):

2. Land/ Real Estate Valuation Training:
Seven weeks ‘Real Estate Valuation Training’ programme was conducted by Nepal Institution of Chartered Surveyors (NICS) in collaboration with Purwanchal University Geomatic Institute of Technology from 14 March to 30 April 2012. Twenty-three technicians of Engineering Service- Surveying discipline from Survey Officers to former Director General of Survey Department had successfully completed the training course.
Second course was conducted from 14 March to 30 April 2013 at Himalayan College of Geomatic Engineering and Land Resources Management, Gaurighat, Kathmandu.

4. First Global Surveyors Day –
21 March 2018

21 March 2018, is not only a normal Wednesday – 21 March has been declared the Global Surveyors’ Day. 

Several organisations, hereunder especially CLGE (Europe), NSPS (USA) supported by FIG have decided that it is very important for the world to reflect on the work that surveyors do. It is essential to know what impact all the many various kinds of surveyors can have all over the world.

In order to highlight the importance of a surveyor, their job and the work field, the date 21 March has been chosen and named Global Surveyors’ Day.

It is the hope that this day is being celebrated around the world. It can be celebrated in many different ways, and it is up to the national surveyors to find their best way to celebrate the day. The day is among other places celebrated in Nepal and in Latvia.

This first edition of the Global Surveyors’ Day will be specially marked at the World Bank Land and Poverty Conference in Washington DC, US with representation of FIG, CLGE and NSPS and hopefully many other surveyors and others from around the world who will be in Washington DC.

We are very honored and thankful that the World Bank has agreed to host this Premiere event.

At the same time the site: www.GlobalSurveyorsDay.com will be launched, and will go live at 12:00 am GMT on 21 March 2018.

Global Surveyors Day Celebrated in Nepal

Nepal Institution of Chartered Surveyors (NICS) in association with the government Survey Department celebrated ‘Global Surveyors Day’ in Nepal amidst a function in the Geodetic Survey Hall in Kathmandu. The program was chaired by Punya Prasad Oli, President of NICS. Secretary- government of NepalMinistry of Agriculture, Land Management and Cooperatives Gopi Nath Mainali was the Chief Guest. Director General of Survey Department Ganesh Prasad Bhatta was the guest.  Other dignitaries were the former Survey Director Generals Buddhi Narayan Shrestha (IP President Nepal Institution of Chartered Surveyors-NICS), Rabin Kaji Sharma, Toya Nath Baral and Rajaram Chhatkuli. Similarly, Survey Deputy Director Generals Suresh Man Shrestha, Niraj Manandhar and Sabir Hussain were on the dais. Other participants were the Treasurer Rajendra Prasad Maratha, General Secretary Shambhu Gyawali and members of NICS. Chief Survey Officers, Survey Officers, Surveyors and staff of various Divisions and Branches of Survey Department had participated the program. Government owned national newspaper Gorkhapatra Daily has published the news of the Day.

The program was inaugurated by the Secretary of the Ministry lighting the traditional lamp Paanas, as the symbol of enlightenment. During the program, the Secretary released a book entitled ‘Transliteration of Technical Terms from English to Nepali’ authored by Punya Prasad Oli, NICS President.

NICS General Secretary Shambhu Gyawali welcomed all the participants, dignitaries on behalf of NICS. He also highlighted the importance of Global Surveyors Day and mentioned that it is necessary to expand the importance of Nepali Surveyors.

In the program immediate Past President of NICS and former Survey Director General Buddhi Narayan Shrestha spoke :

Today is the Global Surveyors Day which is going to be celebrated in various countries of the world. International Federation of Surveyors (FIG) has observed the Day with especially CLGE (Europe), NSPS (USA) and it was said that it is very important for the world to reflect on the work that surveyors do. It was said that it is essential to know what impact of various kinds of surveyors can have all over the world. Furthermore, first edition of the Global Surveyors Day is specially marked at the World Bank Land and Poverty Conference in Washington DC, USA with representation of FIG, CLGE and NSPS and many other Surveyors and others from around the world who are in Washington DC. FIG stated that it is the hope that this day is being celebrated around the world. It can be celebrated in many/different ways, and it is up to the national Surveyors to find their best way to celebrate the day. As part of the celebrations initiated by FIG, a Round Table was placed to enable surveying professionals to discuss important topics in today’s world, followed by an evening reception in Washington DC. At the same time a site: www.GlobalSurveyorsDay.com was launched.

Shrestha further said, now we are here in this moment to observe and celebrate the Day in Nepal as well. FIG is the main umbrella of the Surveyors of the globe. FIG is a United Nations and World Bank recognized non-governmental organization of national member associations and other affiliated members from over 120 countries,  Nepal is one of them. Nepal Institution of Chartered Surveyors (NICS) is the Member Association. Government of Nepal Survey Department is the Affiliate Member and Land Management Training Center is the Academic Member of FIG from Nepal. FIG has determined the norms and standard, specification and modality of surveying, mapping and GIS of the world. FIG is is a UN-accredited organisation which represents the interests of surveyors throughout the world.

Why Global Surveyors Day to be observed ?

Various organizations and agencies observe their World Day in their own way in one particular day of the year. For example, World Womens Day will be celebrated on the 8th of March. In the same way, International Labour Day is   observed on 1st of May every year. So now it is started to mark the Global Surveyors Day every year. In order to highlight the importance of a Surveyor, their job and the field work all over the world, the date 21 March has been chosen and named Global Surveyors Day. It is necessary to highlight that the tools as surveying, mapping and related GIS data and materials will be prepared and produced by the Surveyors, which are necessary for the planning and implementation of various economic development of the country. Nepal has a huge potentiality of hydro-power generation. To plan and execute the hydro-power project, at first it needs accurate and exact maps and related data. The Nepali Surveyors generate these materials and the concerned Engineers use it as their essential tool. So is the case for road construction project, urban/rural development programs, tourism development planning, so on and so forth in Nepal. So these works of Surveyors should be highlighted and communicated through observing the Global Surveyors Day, also in Nepal.

Who are the Surveyors ?

According to FIG publication number-2 (1991), a surveyor is a professional person with the academic qualifications and technical expertise to conduct one, or more, of the following activities;

  • To determine, measure and represent land, three-dimensional objects, point-fields and trajectories;
  • To assemble and interpret land and geographically related information,
  • To use that information for the planning and efficient administration of the land, the sea and any structures thereon; and,
  • To conduct research into the above practices and to develop them.

What are the ethics and conduct of a Surveyor ?

According to FIG publication-17 (1998), Surveyors must have Integrity, Independence, Care and competence Surveyors duty is to

  • maintain confidentiality about the affairs of their current and former clients and employers unless required by law to make disclosures;
  • avoid conflicts of interest;
  • take environmental concerns into account in their operations and activities;
  • recognise the interests of the public when providing services to their clients or employers; and
  • conduct their work to the best of their ability, giving due consideration to the rights of all parties

Regarding the Code of Professional Conduct, a Surveyor must :

  • exercise unbiased independent professional judgement;
  • assume responsibility for all work carried out by their professional and non-professional staff;
  • avoid any appearance of professional impropriety;
  • Make no fraudulent charges for services rendered.

It is important that Nepali professional Surveyors must be affiliated with the FIG through their national association, Nepal Institution of Chartered Surveyors (NICS). In the mean time, Nepali Surveyors must obtain Survey License to make professional practices, as the medical Doctors get their licences from the Nepal Medical Council, also for those who work in government Hospitals.

Licentiate Surveyors of the world

  • Charles Bellamy of Laramine State of Wyoming had obtained the Engineer’s or Surveyor’s License in 1907. Other license holders were:
  • George Washington (First President)- USA,
  • Alexander Forrest- Western Australia, Joseph Murphy- London UK, Robert Gossett Woodthorpe- Captain Surveyor of India 1880,
  • George Everest, Surveyor General of India (1830-1843). These are some of the examples.

At the end, Shrestha suggested that surveying, mapping system and GPS/GIS activities of Nepal should be more scientific as the norms and standards set by FIG.

 

As the chief guest of the program, Secretary of the Ministry Gopi Nath Mainali expressed that Global Surveyors Day will create awareness to the Surveyors of Nepal on their services to the society.  It will help to resolve the issues in connection to perform the surveying and mapping activities. It has to make well manage the works of Surveyors on the land, above the crust and underneath the surface of the world. Mainali further said, Surveyors must be active. They must author their professional books and articles. Their profession should be respectful and take moral accountability. The maps which are necessary for the development of economic project must be correct and reliable. It will be co-ordinated by the government organizations.

In the program, Director General Ganesh Bhatta opined that we have to be good and professional Surveyors. Role of the Surveyors is important for the nation. Maps are the basic tool for the development of infrastructure in the country. Private and public sector Surveyors must have good co-operation and co-ordination to prepare scientific maps and accurate data, needed for the implementation of various projects for the benefit of the people.

From the chair of the program, Punya Prasad Oli thanked all the dignitaries who made the program successful. He also expressed that Surveyors must make their profession successful writing articles and books on the background of their knowledge and work experience. It will also be a kind of service to the people of the society.

As the master of ceremony (MC) of the program, Treasurer of NICS Rajendra Prasad Maratha gave the vote of thanks to all the members of NICS, Survey Officers and high ranking Survey officials who were present in the program. He informed that NICS is going to conduct the next batch of training on Real Estate Valuation in a near future. He requested to send trainees from various organizations. He also informed that ten trainees from the friendly country Bhutan will be participating in the training. The subject matter of  real estate valuation is concerned in one of the ten commissions of FIG.

5.Workshop on Real Estate Valuation in Nepal

One day Workshop on Real Estate Valuation in Nepal was organized by Ministry of Agriculture, Land Management and Cooperative and Nepal Institution of Chartered Surveyors (NICS) on July4, 2018 at Alpha Bita Complex, Baneshwar, Kathmandu, Nepal.

It was inaugurated by Minister Hon. Chakra Pani Khanal and participated by 146 participants and experts of various government agencies, banks, cooperatives, surveyors and media persons related to real estate (land and building) valuation. Four technical papers were presented by Mr. Buddhi Narayan Shrestha, Mr. Punya Prasad Oli, Mr. Manoj Gyawali and Mr. Subash Ghimire.

During the inauguration session, Hon. Minister Mr. Khanal informed that the government is being prepared the Real Estate Valuation Policy and Real Estate Valuation Manual.

The secretary of the Ministry Mr. Gopi Nath Mainali stressed the need of proper valuation of land and building and hoped the outcome/ recommendations of the workshop will be useful on policy formation of the ministry. The programme was closed by Joint Secretary, Mr. Janak Raj Joshi

२०७५ असार २० गते गोष्ठिका सहभागीहरूबाट प्रस्तुत भएका कार्यपत्र तथा छलफलका माध्यमबाट गोष्ठि आयोजक समक्ष कार्यान्वयनका लागि सिफारिस गरिएका बूँदाहरू ः—

 

कानूनी प्रावधान

 

१ अचल सम्पत्ति मूल्यांकनकर्ताको न्यूनतम योग्यता — नाप नक्सा तथा सम्बन्धित बिषयको इन्जिनियरिङमा स्नातक वा सो सरह हुनु पर्ने ।

 

२ अचल सम्पत्ति मूल्यांकन गर्न — अनुमति÷लाइसेन्स जरुरि छ र त्यस्तो अनुमतिपत्र दिगो रूपमा भरसक यससँग सम्बन्धित हुने गरी गठित परिषद (Council)  बाट दिने व्यवस्था गर्नु पर्छ, तत्काल मन्त्रालयमा वा नापी बिभागमा नेपाल इन्स्टिच्युसन अफ चार्टर्ड सर्भेयर्स समेतको संलग्नतामा नियमनकारी इकाइ गठन गरी दिनु उचित हुन्छ ।

 

३ कुनै पनि अचल सम्पत्तिको मूल्यांङ्कन गर्न — जग्गाको हकमा अनिवार्य रूपमा नाप नक्सा सम्बन्धी बिज्ञ र जग्गामा भए गरिएका निर्माण (Inpruvments)  का लागि सम्बन्धित बिषयको इन्जिनियर समावेश भई गरिनु पर्ने छ । यसका लागि सरोकारवाला (Stake Holder)  समेतको पनि संलग्तामा मन्त्रालयले अगुवाइ गरेर राज्यको संघीए स्वरूप लाई पनि मिल्ने गरी ऐनको तर्जुमा गरी ऐन मुताविबको नियम र निर्देशिका तयार गर्ने ।

 

४ अचल सम्पत्ति मूल्यांकन गर्न — लाइसेन्स्ड सर्भेयर (अनुमतिपत्र प्राप्त नापी पेसाकर्मी), सर्भे इन्जिनियर, सिभिल इन्जिनियर र अन्य सम्बन्धित विशेषज्ञहरूको समेत संलग्नता हुनु पर्दछ ।

 

५ अचल सम्पत्तिको संस्थागत मूल्यांकनकर्ताका लागि — अनुमतिपत्र प्राप्त मूल्यांकनकर्ता संलग्न रहेको हुनुका साथै कम्पनी ऐन अनुसार दर्ता भएको हुनु पर्छ ।

 

६ अचल सम्पत्ति मूल्यांकन यदि टिमले गरिने भएमा — लाइसेन्स्ड सर्भेयरको संयोजकत्वमा क्षेत्रगत विशेषज्ञहरू सदस्य रहेको टिम हुनु पर्दछ ।

 

७ अचल सम्पत्ति मूल्यांकन गर्नको लागि तयार गरिने कानूनमा — ब्यापकताको लागि  अनलाइनमा पनि राखिने, संगठन र ब्यक्ति दुवै जिम्मेवार हुने, मूल्यांकनका आधार (Norms) निर्धारण गरी कानूनी मान्यता वारे स्पष्ट व्यवस्था समावेस गर्नु पर्ने हुन्छ ।

 

८ तत्काललाई जग्गा (नाप जाँच) नियमावली, २०५८ मा सम्सोधन गर्नु पर्ने

 

(क) नियमावलीको नियम २ (ट) परिभाषमा अनुमतिपत्र भन्नाले नियम २६ को उपनियम (२) बमोजिम नाप नक्साको काम गर्न तथा जग्गाको मूल्याङ्कन गर्न दिइएको अनुमतिपत्र सम्झनु पर्छ ।

 

(ख) नियम २० को उपनियम (३) उपनियम (१) बमोजिम जग्गाको क्षेत्र बिभाजन गसिकेपछि सम्बन्धित गाउँ विकास समिति वा नगरपालिकाको प्रतिनिधिको रोहवरमा नापी टोली प्रमुखले अनुसूची १२ मा दिइएको अङ्कको आधारमा किसिम बर्गीकरण गर्नेछ तथा यसैको आधारमा जग्गाको मूल्याङ्क गरिनेछ र त्यसरी बर्गीकरण गरिसकेपछि सर्बसाधारणको जानकरीको लागि सूचना प्रकाशन गर्नुपर्नेछ ।

 

९ अन्य कुराहरू जस्तै — प्रदेश पिछे पेशावालाको संगठन हुनु पर्ने, लाइसेन्सको बर्गिकरण हुनु पर्ने (कामको आधारमा र मूल्यांङ्कनको आधारमा), फी स्टक्चर (कामको आधारमा र मूल्यांङ्कनको आधारमा) तोकिनु पर्ने, मूल्यांङ्कनकर्ताले पेश गरेको प्रतिवेदन को कानूनी मान्यता हुनु पर्ने र आवश्यकता अनुसार पुनरावलोकन गर्दै लाने व्यवस्था पनि समावेस हुनु पर्ने हुन्छ ।

शैक्षिक पक्ष

१ जग्गा नाप जाँच सँग सम्बन्घित मौजुदा आधारभूत नापी तालिम (TSLC in Survey Engineering) तथा जुनियर नापी तालिम वा डिप्लोमा इन जियोमेटिक्स इन्जिनियरिङ का पाठ्यक्रममा जग्गा र जग्गामा निर्मित बस्तुहरूको यथार्थ बिबरण, मूल्याङ्कनका लागि उपयुक्त हुने गरी पाठ्यक्रम परिमार्जन हुनु जरुरि छ । स्नातक तहमा अचल सम्पत्ति मूल्याङ्कन (Real Estate Valuation) एउटा मूल विषयको रूपमा राखिनु पर्ने र क्रमसः स्नातकत्तोत्तर तहमा छुट्टै बिषयको रूपमा पठन पाठन गरिनु पर्नेछ ।

२ अचल सम्पत्ति मूल्याङ्कन विषयको — शैक्षिक कार्यक्रमहरूमा यथोचित व्यवस्था नहुन्जेल सम्म तत्कालका लागि अचल सम्पत्ति मूल्याङ्कन विषयको छुट्टै तालिम संचालन गरिनु आवश्यक छ ।

३ अचल सम्पत्ति मूल्याङ्कनको लागि शिक्षा दिन पाठ््यक्रममा — नापी, बिल्डिङ इन्जिनियरिङ तथा एस्टिमेशन, सम्पत्ति मूल्यांङ्कनका विशेष विवरण र स्तर, कानूनी प्रावधान, जग्गा उपयोगका आर्थिक तथा सामाजिक सिद्धान्त, मूल्य निर्धारण र लगत अनुमान, बहुउद्देशीय कित्ता नापी, जग्गा प्रशासनका आधार, भूसूचना प्रणाली, मूल्यांकनमा GIS Database को प्रयोग, प्रशासनिक तौर तरिका, अचल सम्पत्ति मूल्यांङ्कन सम्बन्धी राष्ट्रीय एवम् अन्तर्राष्ट्रीय प्रचलनमा रहेका सप्टवेर IT applications आदि विषयहरू समावेस गर्नु पर्छ ।

४ अचल सम्पत्ति मूल्याङ्कन कर्ताको पेशागत क्षमता विकास गर्न समय समयमा तालिम दिने, केन्द्रमा–आयोेग वा सरकारी सस्थामा दरबन्दि कायम गर्ने, अनुमति पत्र दिंदा सोको व्यवसायिक नैतिकता एवम् निर्देशनहरू पालना गर्ने क्षमताको जाँच गर्ने, अचल सम्पत्तिको मूल्यांकनको तालिमका समयमा स्थलगत व्यवहारिक तालिम Internship_ मा बढि जोड दिने, यथोचित  र पेशागत मर्यादा र महत्वको बोध गराइ रहने व्यवस्था मिलाउनु पर्ने ।

प्राविधिक पक्ष

१ अचल सम्पत्ति मूल्याङ्कनमा — जग्गा तर्पm (कृषि, वन, सांस्कृतिक र खनिज, बाग बँगैचा, औद्योगिक, पर्यटकीय, खेलकुद तथा मनोरञ्जन स्थल) तथा भवन तर्पm (निजी घर, व्यावसायिक घर, आवाशीय घर, अपार्टमेन्ट, कल कारखाना आदी) को अतिरिक्त यसका सांस्कृतिक पक्ष एवम् पूर्वाधार (Infrastructure) को पनि Categories  गरी समावेश गर्नु पर्ने हुन्छ ।

२ घरको ह्रास कट्टी (Depreciation) गर्ने मापडण्द तय गर्दा — सामग्रीको मूल्य, निर्माण खर्च ज्याला मजुरि, जिर्णोद्धार (मरमत) खर्च आदि बढ्दो दररेटमा हुनु पर्ने ।

३ अचल सम्पत्ति मूल्याङ्कनको लागि आवश्यक कार्यविधि तयार गर्दा — ग्रामिण र शहरी क्षेत्रको फरक (कित्ताका आधारमा, प्रत्येकका Land Use zone का आधारमा, जोखिम – GLD, Disaster, Topographic change, उत्पादकत्व र सुगमता) जस्ता प्राविधिक आधारमा प्रावधानहरू समावेस गरिनु आवश्यक पर्छ ।

४ कम्प्यूटरमा आधारित मुल्यांकन, तथ्यांकका उपलब्धता प्रतिवेदन र पुनरावलोकन आदीमा   ICT को प्रयोग हुनु पर्छ ।

५ मुल्यांकन प्रतिवेदनमा घर ÷जग्गा धनिको विवरण, जग्गाको विवरण, भवनको विवरण, हक÷ स्वामित्वको बिबरण र पूर्वाधारका स्तर तथा मौजुदा सुबिधाका वारेमा समेत उल्लेख गरिएको हुनु पर्छ ।

पूर्बाधार

 

१ अचल सम्पत्ति मूल्यांकनको सन्दर्भमा — क) जग्गा मूलयांकनको लागि जग्गाको किसिम वर्गिकरण, नक्सा, जग्गाको पूर्जा, बिभिन्न किसिमका भू सूचनाहरू, जग्गाको बजार भाउ, भू उपयोग क्षेत्र, बाटोका आकार प्रकार, जग्गाको हालको फिल्ड स्केच, चार किल्ला, मालपोत तिरो, रोक्का बिबरण आदि ख) घर÷भवन मूल्यांकनको लागि बिल्डिङ कोड, कन्सट्रक्सन परमिट (नक्सा पास), बिल्डिङ ड्रइङ, निर्माण सम्पन्न पत्र, अन्य सूचनाहरू, नगर विकास ÷नगर पालिकाको मापडण्ड र ग) अन्य कुराहरू जस्तै जि यल डि को तथ्यांक, खोला÷ कुलाको करिडोर, हाइटेन्सन लाइन, निषेघित गरिएका कुराहरू वारेको, आवश्यक सूचनाहरू र ती सूचनाहरू उपलब्ध हुने श्रोतहरू, Digital Map and data, Digital and Graphical conversion facility, सर्ब सुलभ हुने गरिनु पर्ने छ ।

 

२ मूल्यांङ्कनको उद्देश्य सबैका लागि मान्य हुने, किनबेच, जग्गा प्राप्ती÷अधिकरण, बाँडफाँड, धितो बन्दकी, दाखिल खारेज, धितो जमानी, रोक्का, धरौटी, कलकारखान स्थापना, बस्ती विस्तार, सम्पत्ति बिबरण देखाउन आदि इत्यादि ।
